16. It is permitted to go out [into the public domain on Shabbos] wearing
a "tallis" with "tzitzis" (1), when wearing it as it is usually worn
(2). If, however, one winds it around one's neck in a manner in which it
is generally not worn, it is forbidden (3).
FOOTNOTES:
(1) A "tallis" is a four-cornered prayer shawl that one wears in Synagogue;
it has "tzitzis" (strings) attached to each corner.
(2) It can even be worn under one's coat.
(3) Since it is being worn in an unusual way, it is not considered part of
one's clothing, but rather a separate object being transported.
