4. One who feels slight abdominal pain (or the like), or has a rash on his scalp, may not apply oil on Shabbos as a remedy; [this law applies only to areas] such as our surrounding provinces (1), where people only smear oil for medicinal purposes, and thus it would be obvious that it is being applied for that reason (2).
FOOTNOTES:
(1) Hungary in the late 1800's, where the "Kitzur Shulchan Aruch" was written.
(2) Hence, if one lives in an area where it is normal for completely healthy people to smear oil on the body for pleasure, then it would be permissible to do so on Shabbos, even for medicinal purposes.
