I believe that it does. After all, air can only hold a certain amount of
water at any given temperature. Therefore if there is no wind, the air
will absorb some water (making the water vaporize) and then stop. If there
is a wind then the air passing by should be able to absorb more water since
it will not have reached its saturation point before it moves on.
