Rabbi Frand, on a tape discussing the need (or lack thereof) of kosher for
Pesach medication, gives the following criterion:

Non-flavored pills are clearly not food, and do not fall under the laws of
kashrus or Pesach.

Other pills and liquids may or may not be food, depending on who one's LOR
[local Orthodox Rabbi] chooses to follow.

Insulin, which is needed for preservation of life, would be taken even if
it were (otherwise) in violation of halacha.
