ANSWER: People get this idea from Rashi's explicit statement in Breishit
9:3, explaining the words: "to you they will be food". Rashi explains
(bringing proof from Gemara(Talmud) Sanhedrin 109) that Hashem said to
Noach: I did not allow Adam to eat meat, just vegetables, but you may eat
meat just as I permitted vegetables to Adam.
