HaShem's (G-d's) law of "time and chance happeneth to them all" (Eccl 9:11)
definitely applies when it comes to buying lottery tickets. I can think of
much better investments, for example "prove me now herewith...if I will not
open you the windows of heaven, and pour you out a blessing, that there
shall not be room enough to receive it." (Mal 3:10).
