Talis (Prayer Shawl) after Bar Mitzvah

Where I grew up the custom was for Bar-Mitzvah boys to begin putting on
tephilin, but not to wear a talis (unless Reading the Torah, or acting as
Chazan). Men would not wear talis until they got married.
I was recently shown the Shulchan Oruch O"H 17:3 (MB 10), that says you MUST
wear a talis (gadol[large], not katan[small one worn under garments]) with
