Measuring distance to the nearest city

Torah Portion Shoftim reviews the law of the "Broken neck of the hefer"
which is required when a mysterious dead person is found between two cities.
The Priests are obligated to measure the distance to the nearest city and
that city is declared guilty. Can anyone enlighten me on how they took the
measurements. Did they follow the roads or the straightest path to the
nearest city?
