Covering the Tefillin Shel Yad

It was mentioned in a previous posting (see "Knot Shape on Tefilin Shel
Rosh"),

I was unaware of this minhag. Is it a Minhag Yisrael (accepted by all Jews),
or does it originate from a certain area. I have seen tefillin worn both
covered and uncovered and had assumed that the coverings were to protect the
box.
