Regardless of whether the question involves Tzniyus, in this case skirts vs.
pants, or any other catagory of halacha, we need to realize that Halacha is
given by G-d, and not man.

Since when are men less obligated in Mitsvot than women? On the contrary,
by virtue of man's "lower spiritual level" we are obligated in far more
Mitzvot that are women. That is to say, all the Positive Time Bound
Mitsvot, such as the OBLIGATION to daven 3 times a day, learn Torah at
every free min. of the day, listen to Shofar, live in the Sucah, shake the
Arba Minim, etc., etc. I feel my life is much more regulated than my
wife's. Of cource this does not prevent a women from doing more mitsvot if
SHE CHOOSES to do so.
