The Talmud derives it from the biblical requirement that matters of
kedusha (holiness) need to be said within a "congregation". The word
congregation is also used to describe the spies sent by Moses, an evil
congregation. Since two of them (Yehoshua and Kalev) were not evil, the
"evil congregation" is ten.
