Torture

I recently attended a conference sponsored by Amnesty International which
provided training to psychotherapists like myself who wish to provide
treatment to survivors of political torture. During the conference one of
the speakers stated that it has only been within this century that people
have put forward any public statements condemning the maltreatment of
prisoners. I am certain that this must be incorrect, but am uncertain where
to look for such statements in the Torah and the Talmud. Any assistance with
the proper citations would be greatly appreciated.
