Unsolicited Business Referals

On the issue of unsolicited business referals: Mr. A sends me a letter
that he was referred by Mr. B - who I barely know - and will call to
solicit for a business product. I'm then uncomfortably faced with having
to get rid of him. Was it halachically permissible for Mr. B to give my
name without my consent (i.e. without asking me- I would have said no)?
Would it matter if this is for business or for tzedaka e.g. ?
