Baseless Hatred

Over the course of Tisha B'Av I became very puzzled by the term "baseless"
hatred (Sinas Chinam). I may understand what hatred is, but what is
"baseless" hatred? Does the term baseless hatred imply that there are
people who you ARE allowed to hate? There are plenty of people to whom
there seem to be many "bases" and reasons to dislike.

To sum up my question: What is the definition of hating someone
"baselessly"? And, when is hatred not basesless?

I would greatly appreciate any answers to these questions?
