What is the "stone of Abel" in 1 Samuel 6:18?

The verse reads "To the great Evel, on which they rested the Ark of Ha-Shem". The Aramaic translation (Targum) and Rashi's commentary take "Evel" to be a variant spelling of "Even", which is Hebrew for "stone". Thus the word isn't the same as the name "Abel" (Heb. "Hevel"); also, it is used only once in the verse, so the translation can't be "the great stone of Abel", where "stone" and "Abel" are two separate words. The stone is the one in verse 14; there's no reason to identify it with any other stone mentioned in the Bible.
