Can women issue rulings on halachic questions?

There's no reason why a qualified woman can't express her opinions on halachic matters. She can't serve as a judge in matters that require a court, but there's no reason why she can't issue opinions on matters involving forbidden and permitted things (issur ve-heter). Women have sometimes been used as consultants in areas of halacha in which they have special expertise (e.g., niddah), and eventually there may exist women whose opinions on halacha are accepted.
