The Land of Israel: Land of Our Heritage: The Commandments and the Land:

Why do many of the Commandments apply only in the Land of Israel?

Many passages in the Torah begin "When you come to the Land...", implying that those Commandments are applicable ony in the Land. This is particularly true for agricultural Commandments; before the Jews came to the Land, they were wanderers and didn't own land, so they didn't practice agriculture. As a result, Jews who live outside Israel have fewer religious duties; that's one of the reasons why many religious Jews move there.
